I wish to inform you that Gordon Frank, FSAVE, CVS and David Wohlscheid, FSAVE, CVS, recently passed away. Both were staunch supporters of the value methodology and SAVE International. Our prayers and thoughts go out to their families.
Gordon Frank passed away on October 27, 2016 in Huntersville, NC. Gordon began his career in value analysis with the General Electric Company, Raytheon, and RCA. In 1962 he became a charter member of the SAVE Paul Revere Chapter.
In 1964, Gordon was one of five civilians recruited to become one of ten technical members of the U.S. Department of Defense (DOD) Value Engineering Services Office. The office was created to help expand the use of VE techniques throughout the military departments and defense agencies. Initially, he and the other members of the staff assisted field activities in the conduct of on-site pilot VE studies. As these successful pilot activities demonstrated the efficacy of the value methodology, defense installations began to authorize and train in-house staff resources to support their value activities.
Gradually, Gordon’s role shifted from the actual conduct of studies to leading a staff involved in overall policy and operational issues such as expanding Federal Acquisition Regulation clauses allowing contractors to share with their government customers the benefits resulting from their VE activities; the initiation of department-wide awards for value achievements; and the use of value techniques in design to cost, should cost, and other related value improving activities. As a highly visible proponent of VE, Gordon joined with professional and industry associations, educational institutions, government organizations and contractors to expand its use both domestically and internationally. During his tenure, the Department’s annual share of savings from contractor efforts exceeded $300 million. In-house efforts yielded annual audited savings in excess of one billion dollars. Gordon’s background led to his appointment as Director of the DoD Total Quality Management Office.
Hired as an adjunct professor after his retirement from government service, Gordon taught business and ethics courses at Strayer College in Washington, DC. After his move to North Carolina, Gordon continued to teach business courses as an adjunct instructor at the Central Piedmont Community College in Huntersville, NC.
David Wohlscheid lost his battle against cancer on October 31, 2016 in the peaceful surroundings of his home with his family by his side. Those of us who knew Dave will remember him as a thoughtful, considerate and caring person, and a passionate value professional.
Dave worked for MACTEC for many years. He was a member of the SAVE National Capital Chapter and served as VP Finance for the SAVE board of directors for a number of years.
